Managing Your Documents: Virtual RC & DL

Your documents are only "legally valid" if they are added to your Dashboard.

How to Add Your Virtual RC:

Go to the RC tab.
Enter your Vehicle Number (e.g., DL 1C AA 1111).
Verification: You will need the last 5 digits of your Chassis Number and Engine Number. (Check your physical papers or the plate under your car's hood for these).
Click "Add to Dashboard."

How to Add Your Virtual DL:

Go to the DL tab.
Enter your Driving License number and Date of Birth.
Tap "Generate Virtual DL."

No. According to the Ministry of Road Transport and Highways (MoRTH), a screenshot is just a photo and can be faked. To be legally valid, you must show the document inside the mParivahan app (or DigiLocker). The app features a dynamic QR code that authorities scan to verify your real-time data.

2. Can I use the mParivahan app if I don’t have an active internet connection?
Yes—with one condition. You must first add your Virtual RC or DL to your "Dashboard" while you are online. Once saved to the dashboard, these specific documents are stored locally on your phone and can be accessed and shown to authorities even in "dead zones" with zero signal.

3. Why does the app say "No Data Found" when I enter my vehicle number?
This is a common headache. It usually happens for three reasons:

Typing errors: Ensure there are no spaces or extra zeros (e.g., use DL1CA1234 instead of DL 01 CA 1234).
Digitization Lag: If your vehicle is very old (15+ years), your local RTO might not have uploaded the records to the national "Vahan" database yet.
Server Sync: Occasionally, state RTO servers go down for maintenance. Try again after a few hours.

4. My mobile number is different from the one registered at the RTO. Can I still use the app?
Yes, you can sign up for the app with any mobile number. However, to generate a Virtual RC or DL, the app will send an OTP to the mobile number already linked to that specific document at the RTO. If that number is inactive, you must first update your mobile number via the "Update Mobile Number" service on the Parivahan website.

5. What is the difference between mParivahan and DigiLocker?
Both are government-authorized and legally valid. The main difference is focus:

DigiLocker is a general digital vault for all certificates (Marksheets, Aadhaar, PAN, Insurance).
mParivahan is a dedicated transport tool. It allows you to pay fines (challans), check second-hand vehicle history, and even book RTO appointments—features DigiLocker doesn't offer.

6. Can I sell my car or transfer ownership through the app?
The app allows you to initiate the process. Under "Vehicle Related Services," you can apply for a Transfer of Ownership (Form 29/30) and pay the required fees. However, in most states, the buyer and seller may still need to visit the RTO for physical verification and signature matching unless the state offers "Aadhaar-based contactless" transfers.
